Issues with external load balancing

Issue

We have enabled the routing plugin, activated the ALLOW_HA_APPLICATIONS parameter on the broker and set allowha to true for the user we are testing with. Apart, we are using the simple routing listener described in the same documentation [0]. The listener manage to connect to the activemq routinginfo topic.

The problem we are encoutering is that we don't receive any message about gear creation/deletion when we make our application scale. Thus, we are unable to update our load balancer configuration.

On the other side, we are receiving messages for application creation / deletion.
