Ansible Automation Platform webhook notifications fail with SSRFBlockedError "Notification URL resolves to blocked address"

Issue

• Configured webhook notifications (e.g., Slack, Grafana, Mattermost, Rocket.Chat, or generic webhook notifier) fail to send or deliver.
• The notification history in the Ansible Automation Platform Controller UI shows a failed status.

• In /var/log/tower/tower.log on the controller node, the following exception is logged:

  SSRFBlockedError: Notification URL '<webhook_fqdn>' resolves to blocked address <private_ip_address>
  

• The failure occurs even if the FQDN/IP address is configured in the environment's no_proxy list or proxy exceptions.
