Operator keeps recreating after deletion due to a shared InstallPlan carrying its label in OpenShift Container Platform

Issue

  • An operator continues to recreate as a cluster-scoped Operator object even after successfully uninstalling the operator and deleting its Subscription, CSV, and CRDs.
  • When running oc delete operator , the resource is deleted but immediately recreated by OLM.
