Intermittent HTTP 403 Errors Occur After Executing an Apache httpd Reload on RHEL

Issue

After modifying the access control settings in the Apache httpd configuration file and applying the changes via a graceful reload (systemctl reload httpd), intermittent HTTP 403 Forbidden errors occur for clients whose access should be permitted. The errors occur randomly. Executing a full service restart (systemctl restart httpd) completely resolves the issue.
