OpenShift Web Console is unresponsive or slow when there are a large number of firing alerts

Issue

• The OpenShift Container Platform (OCP) Web Console freezes or becomes extremely slow.
• The web browser may show a "Page Unresponsive" error message.
• High CPU or memory usage is observed in the browsers developer tools, specifically when the alert notification (bell icon) is processing.
