"Failed to get a valid plugin manifest" in Advanced Cluster Security on OpenShift Container Platform

Issue

When attempting to use the Advanced Cluster Security (RHACS) OpenShift console dynamic security plugin on remote Secured Clusters, the plugin fails to load.
The console displays the following error:

Failed to get a valid plugin manifest from /api/plugins/advanced-cluster-security/ in Advanced cluster security

Additionally, Sensor attempts to route the OpenShift console's request for the security plugin to Central, but the connection fails with an HTTP 503 error. The common/centralproxy module logs show repeated Proxy error: Service Unavailable messages:
