Podman rootless containers fail to start with `error setting rlimit type 6: operation not permitted` after update to 4.9.4

Issue

After updating podman to version 4.9.4-27, rootless containers fail to start. The following error is observed in the terminal or logs:

runc create failed: unable to start container process: error during container init: error setting rlimits for ready process: error setting rlimit type 6: operation not permitted

Environment

  • Red Hat Enterprise Linux (RHEL) 8 / 9
  • Podman 4.9.4-27 or higher
