Connection To Oracle Unified Directory Produces SocketTimeoutException.

Issue

• Connections to the Java-based OUD application on a RHEL server are intermittent.  Sometimes, users connect via URL to the application and it takes ~20 seconds before they receive this error message:
  SocketTimeoutException while invoking CAA service from WCM
• It has been noticed in a network capture that a "TCP ZeroWindow" will occur during that 20 second window.
  • The "TCP ZeroWindow" packets do not come from the RHEL server; they come from a firewall/load balancer device on the network.
