Minor update to sync z-release in Openstack 17.1

Issue

An environment that has a mix of z-stream releases, either packages or container images, is unsupported. This KCS describes how to put the environment back into a supported state.

This KCS does not work if the packages or the containers are mixed between major releases. For example, 16.2 and 17.1. If that is the case, contact Red Hat support.
