Execution of foreman-rake rh_cloud_inventory:report:generate fails with error Couldn't find Organization without an ID

Issue

• When executing the foreman-rake rh_cloud_inventory:report:generate command without passing any environment variables, the command fails with the following error:

  rake aborted!
  ForemanTasks::TaskError: Task 211f8106-f3c9-4196-91ff-2ae98d92e00f: ActiveRecord::RecordNotFound: Couldn't find Organization without an ID
  

• It used to execute fine in Red Hat Satellite 6.17 or earlier.
