RabbitMQ crashes periodically on Red Hat OpenStack Services on OpenShift 18.0

Issue

• OpenStack pods suddenly start to show the following ERROR messages:

  ERROR oslo_messaging.rpc.server oslo_messaging.exceptions.MessageDeliveryFailure: Unable to connect to AMQP server on rabbitmq-cell1.openstack.svc:5671 after inf tries:
    or 
  ERROR oslo_service.periodic_task oslo_messaging.exceptions.MessagingTimeout: Timed out waiting for a reply to message ID xxxxxxxxxxxxxxxxxxxxxxxxxx
  

• The issue is not solved until RabbitMQ pods are restarted.
  However, the issue occurs again after running for a while.
