SR-IOV VF MAC Address resets to 00:00:00:00:00:00 post reboot

Issue

Wy are SR-IOV VFs (Virtual Functions) failing to initialise as expected after a reboot with their MAC address visible as below?
```
ip link show <interface_name>
vf 0 link/ether 00:00:00:00:00:00
```
The SR-IOV application pods cannot communicate using the attached VFs.
