Non cluster-admin user can access cluster level dashboards in RHOCP4

Issue

• when navigating to "Home -> Projects -> $NAMESPACE" and clicking on the utilization panel (middle of the screen) the user is taken to /dev-monitoring/ns/ns1/metrics from this screen "Dashboards" can be selected. If "Dashboards" is selected then all of the cluster level dashboards can be seen. each panel is populated with a "Forbidden" message
