Apache HTTPD Not Starting With The Error The Security Password Entered is Incorrect

Issue

• We are in the process of upgrading our systems from RHEL 7.9 to RHEL 8. However, the httpd service is failing to start on the target servers, which is currently blocking our RHEL 8 upgrade process.
