Is it supported to upgrade the cluster to 4.17 at the same time than performing the network plugin migration?

- My cluster is undergoing network plugin migration (either live or offline)
- At the same time, the upgrade to 4.17 is taking place

- Red Hat OpenShift Container Platform
- 4.16 (upgrading to 4.17)
