YUM or DNF update fails with "Failed to synchronize cache for repo" on hosts registered to Red Hat Satellite or Capsule

Issue

While performing yum/dnf update, it throws the following error.
```
Error: Failed to synchronize cache for repo '<repo_id>'
```
While trying to fetch the repositories from Satellite/Capsule using yum/dnf repolist, it throws the following error.
```
Updating Subscription Management repositories.
Error: Cache-only enabled but no cache for '<repo_id>'
```
