workaround for package-version validation doesn't work
Issue
It returns the following error:
$ validation run -i inventory.yaml --group pre-upgrade --skiplist package-version
Validation config file found: /etc/validation.cfg
The file package-version must be properly formatted YAML/JSON.Details: [Errno 2] No such file or directory: 'package-version'
