Enforce CPU request caps for Deployments

Issue

• Require platform enforcement to restrict or standardize container CPU requests in Pod/Deployment specs (example: cap requests at 500m or force a fixed request value) so arbitrary requests do not affect scheduling or capacity.
• Existing LimitRange defaults/min/max do not prevent users from specifying arbitrary requests within allowed bounds
