Connection timed out in JBoss EAP with LDAP

When we try to start the JBoss EAP service or connect with JBoss CLI, we are geting below error
Caused by: java.net.ConnectException: WFLYPRT0023: Could not connect to remote+https://999.999.999.999:9443. The JBoss EAP Management Console page is working, but it shows a page asking to connect to a managed domain or standalone controller
