[ACM] How to exclude a particular resource from OADP backup

Issue

• Performing an ACM/OADP restore on a standby HUB results in overriding secrets, specifically the one named 'object-store-secret' in the 'open-cluster-management-observability' namespace.
  Both primary and standby HUBs have their own Object Data Folders (ODF) and object buckets for MultiClusterObservability, each with a cluster-specific secret holding access details.
  Secret overriding occurs during the restore process, causing the observability controller to reference the incorrect secret.
