CPU Pinned not visible in IRQ after pod restart

Issue

Pods that are meant to be isolated from IRQs sometimes still have some IRQ scheduled on their CPUs.
The irqbalance file /etc/sysconfig/irqbalance and /proc/irq/default_smp_affinity are not reflecting values that match the pods assigned CPUs.
