ACM shows ArgoCD Applications in constant "Refreshing" state when using pull-model integration

Issue

When deploying ArgoCD Applications via ACM’s pull-model integration, Applications on the destination cluster are correctly deployed and healthy, but on the ACM hub they remain in a constant “Refreshing” state.

The Applications are annotated with argocd.argoproj.io/skip-reconcile: 'true', which prevents ArgoCD from managing their status. In this case, ACM’s pull-integration-controller should update the status, but it does not.

Environment

  • Red Hat Advanced Cluster Management (ACM) 2.x
  • OpenShift Container Platform 4.16 and later
  • ArgoCD integration using pull-model with ApplicationSet annotated for ACM
