Operators are unable to install/update due to RPC DeadlineExceeded while listing bundles in OpenShift 4

Issue

• Operator installation in cluster fails with below error:

  'ResolutionFailed' error using catalogsource openshift-marketplace/redhat-operators: error encountered while listing bundles: rpc error: code = DeadlineExceeded desc = context deadline exceeded
  

  "Warning alert:CatalogSource health unknown This operator cannot be updated. The health of CatalogSource "redhat-operators" is unknown. It may have been disabled or removed from the cluster.CatalogSource CSView CatalogSource
  

• The opm binary is using high CPU in the node in which the redhat-operators pod is running.
• High CPU utilization by pods running in openshift-marketplace namespace.
• Slow etcd performance on the control plane node where redhat-operator pod is running.
