Lots of Bulk generate applicability tasks are stuck and causing performance issues after upgrading to Red Hat Satellite 6.17

After upgrading to the Red Hat Satellite 6.17, it behaves much slowly during the time of OS patching or after some content-management activities were performed. A high CPU load was observed on the server around those times.

A huge amount of
Bulk generate applicability(Actions::Katello::Applicability::Hosts::BulkGenerate) tasks are generated, and either they are taking way too much time to complete or else completely stuck.
Environment
- Red Hat Satellite 6.17 ( upgraded from 6.16 )
