Install Ceph's RADOS Gateway (RGW) in an OpenShift Data Foundation (ODF) Environment if not Already Configured

Issue

In non-cloud environments (e.g. VMWare, Bare Metal, etc.) RGW is automatically installed to provide NooBaa with a target bucket for the noobaa-default-backing-store. In other environments, RGW is not automatically installed, but there may be a desire to use the feature. This solution will cover a generic/default installation of the RGW resource using port 80/http, generally for the use of the service. It will be up to the user to accomplish any further configuration based on desired needs.
