OCP4: pod to pod throughput is lower with Mellanox network cards

Issue

  • pod to pod (pod2pod) transfers involving a host with a mellanox card are lower than a system without a mellanox card.
  • host to host (host2host) transfers are not impacting when using a mellanox card.
  • Testing with iperf3 shows pod2pod bitrate about half of that of host2host.
