Upgrade to RHOCP 4.19 waiting on network over 30 minutes which is longer than expected

Issue

• An upgrade to 4.19 is stuck waiting on the network operator:

  $ oc get clusteroperator network

• The ClusterVersion Operator reports an UnhandledError while the Network ClusterOperator is updating:
