Logs Tab Not Visible in RHOCP 4.17

Issue

• Migrated from ELK to Loki following the instructions in the provided document: https://access.redhat.com/articles/6991632, but the Logs tab is not visible
• Logs tab is not appearing in the OpenShift Container Platform interface

• Logs tab does not appear and the cluster-logging-operator operator pod shows continually the message:
