RHEL9.6 installed from Azure Marketplace ISO image sets the configuration file for /etc/rhsm/rhsm.conf "manage_repos" parameter to 0

Issue

  • Registering a RHEL9.6 Host installed from Azure Marketplace ISO image, causes the repo to be disabled
    because the rhsm.conf parameter "manage_repos" is set to disabled.

  • When provisioning a server from RHEL 9.6 Image from Azure Marketplace, the default configuration file for /etc/rhsm/rhsm.conf has the parameter manage_repos equal to 0.
    This means that when you register a server using this image to Red Hat Satellite, it won't have enabled repositories.

This causes an issue on automated Image SOE builds where we need to install packages after satellite registration. We have only seen this issue on the latest Azure RHEL 9.6 image.
Older Azure RHEL 9.5 Image version "9.5.2024112215" works fine.
