MachineSet scaling up fails after upgrade to 4.15.48+ on non zonal region
Issue
- Failed to scale up or add new nodes after upgrading the cluster to OpenShift 4.15.48 or higher.
- Machine creation failed in ARO with
platformFaultDomainCount. - Failed to scale up an existing machineset in the Azure cluster.
