[FFU] Hieradata was not updated properly for transitioned compute node

Issue

• Upgrade run gives the following error because hieradata was generated for legacy libvirt service:

  FATAL | Manage container systemd services and cleanup old systemd healthchecks for /var/lib/tripleo-config/container-startup-config/step_3 | rhel9compute-0 | error={"changed": false, "msg": "Service nova_virtsecretd has not started yet"}
  

• Actual error may be different, the root cause should point to invalid hieradata that wasn't updated after node was transitioned to RHEL 9 role.
