irqbalance stops working when there are many pods with irq-load-balancing annotation

Issue

On a RHOCP deployment, we hit an issue when running deploying 10+ pods with irq-load-balancing.crio.io: "disable" pod annotation.
Once irqbalance dies, the daemon stops functioning which can cause the IRQs to be scheduled on all CPUs.
