Increase IdM/PKI timeout in environments where Tomcat startup is slow

Issue

IdM installation is failing during PKI setup with an error like the following one:

2025-02-20T15:18:01Z DEBUG stderr=Job for pki-tomcatd@pki-tomcat.service failed because a timeout was exceeded.
