DNF Package Installation Fails on RHEL AI

Issue

When attempting to install packages using DNF on an RHEL AI based system, I receive errors similar to:

$ sudo dnf install -y strace
.
.
.
Error: Transaction test error:  
  installing package strace-5.18-2.el9.x86_64 needs 4MB more space on the / filesystem  

Error Summary
-------------
Disk Requirements:
   At least 4MB more space needed on the / filesystem.

Even with sufficient disk space available, the installation fails due to filesystem constraints.
