Unable to update user locale where users are synced from READ_ONLY LDAP user federation
Issue
- There is no option to update non-LDAP user attribute (user locale), where user is synced from READ_ONLY LDAP user federation
- Allow setting locale when User Federation edit mode is READ_ONLY
