Where to configure jbossweb-cluster.sar in JBoss EAP 5

Issue

As per http://docs.jboss.org/jbossas/docs/Clustering_Guide/5/html/clustering-http-state.html, jbossweb-cluster.sar is needed for http replication. How to get this in our installation and is there a reason why it's not installed as part of EAP?
