mstconfig's KEEP_ETH_LINK_UP_P1 does not follow bios PermitTotalPortShutdown setting

Issue

mstconfig -d [pci-bus-address] -e q outputs KEEP_ETH_LINK_UP_P1 and KEEP_ETH_LINK_UP_P2 which do not follow racadm PermitTotalPortShutdown hardware setting.
