Creating Local Accounts with UID and GIDs under 1000 in Red Hat Enterprise Linux 8 & 9

- Encountering warnings when creating local users and groups with UID and GIDs below 1000.
- Previously used the same UIDs and GIDs on RHEL 7 servers without issues due to shared NFS storage.
