Unable to install fapolicyd on Red Hat satellite 6.

Issue

• Installing fapolicyd package on Red Hat Satellite 6.15 failed with the following error:

  Error: 
  Problem: package foreman-3.9.1.9-1.el8sat.noarch from @System requires (foreman-fapolicyd if fapolicyd), but none of the providers can be installed
   - cannot install the best candidate for the job
