Increase the value of 'HB interval' for a quorum device in a Red Hat High Availability or Resilient Storage cluster

Issue

The network between my cluster nodes and the quorum device is not reliable, or it has some performance issues, so the cluster nodes frequently lose connectivity with the quorum device.

Environment

Red Hat Enterprise Linux 8-9 High Availability or Resilient Storage clusters registered in a quorum device
