FailedMount error due to missing globalmount/deviceInfo.json file in RHOCP4

Issue

• Pods scheduled on a particular node are stuck in Init:0/1 state with the following error even when all the PVs have unique volumeHandle value:

  MountVolume.SetUp failed for volume "pvc-4c4d04a1-aaaa-bbbb-cccc-xxxxxxxxxxxx" : rpc error: code = FailedPrecondition desc = Staging target path /var/lib/kubelet/plugins/kubernetes.io/csi/csi.abc.com/<volume_id>/globalmount not set, err: Device info file /var/lib/kubelet/plugins/kubernetes.io/csi/csi.abc.com/<volume_id>/globalmount/deviceInfo.json does not exist
