InstallPlan error "unpacked step could not be found (unknown)" firing after upgrading to RHOCP 4.15

Issue

• InstallPlan objects generated in RHOCP 4.14 are not compatible with RHOCP 4.15 and later versions.

• If an InstallPlan generated in version 4.14 is approved in version 4.15 or later, it will transition to the terminal phase of Failed, accompanied by a message indicating that an unpacked step could not be found (unknown).

• The Operator installation will encounter issues as the process is partially executed, resulting in the creation of a new ClusterServiceVersion object that remains in a permanent Pending state.
