How to Configure Smart Card User in Polkit

Issue

Local users may need access to the smartcard reader. This requires access to be given via polkitd.

$ journalctl -b | grep pcsc
...
Process 3087 (user: 42) is NOT authorized for action: access_pcsc

Note- As polkit is a security feature for smart card, these are relevant for any user needed (ldap, AD, IPA, local, etc).
