OVNKubernetes failing to start on Windows node after reboot in RHOCP 4

Solution Verified - Updated -

Issue

  • After sudden restart of a windows node ovn-kubernetes not starting up.
  • hybrid-overlay-node service is down and is unable to start.
  • After reboot ovn-kubernetes cannot start on windows server due to Network name "OVNKubernetesHybridOverlayNetwork" not found.
  • hybrid-overlay is failing to start with the following message:

    hybrid-overlay-node.go:54] unable to create the base overlay network, error: hcnCreateNetwork failed in Win32: The parameter is incorrect. (0x57) {"Success":false,"Error":"The parameter is incorrect. ","ErrorCode":2147942487}
    
  • In the event logs hybrid-overlay-node is terminated and is reported:
