VSFTPD connections in CLOSE_WAIT state and timeouts

Issue

• We have a VSFTPD upload server that's seeing lots of CLOSE_WAIT processes for specific IPs. We're trying to find any changes to the server, or options in the VSFTPD config, or anything like that that could be causing this issue.
• Some customers are seeing FTP timeouts after 5 minutes when running the FTP STOR command to transfer files through the customer's FTP client to our VSFTPD upload VM. We are seeing CLOSE_WAIT processes accumulate from IPs associated with these same customers.
