Cluster logging operator could not create SCC logging-scc in RHOCP 4

Issue

• After creating ClusterLogging custom resource, log collector pods are not created.
• logging-scc SCC is not created after creating ClusterLogging custom resource.

• The cluster Logging Operator pod throws the error:
