Issue with Machine Autoscaler behavior when changing replica count in RHOCP4

Issue

• The cluster autoscaler and machine autoscaler exhibit unexpected behavior when adjusting the replica count in a
  machine set.
  • When a machine set has 2 replicas, and the machine autoscaler is configured with a minimum of 2 replicas and
    a maximum of 3, it functions as expected.
  • However, when the minimum replica count is increased to 3, the following error is logged in the cluster-
    autoscaler pod:

       <node name in the machineset> should not be processed by cluster 
       autoscaler (not mode group config)
