TempoStack failing with error "memberlist-kv: invalid service state: Stopping, expected: Running" when trying to use IPs that are not private

Issue

On OpenShift clusters where administrators choose to use non-private networks (i.e. not using addresses described on RFC 1918) for the pod network, it is not possible to deploy the TempoStack cluster, since it fails with error memberlist-kv: invalid service state: Stopping, expected: Running.
