AMQ 7 client reports "AMQ229099: Unable to authenticate cluster user: xxxx"

Issue

A client application of an AMQ 7 broker cluster fails to connect to any broker, with an error message of this form:

Cause: org.apache.activemq.artemis.api.core.ActiveMQClusterSecurityException: AMQ229099: Unable to authenticate cluster user: XXX

The exact message may be different to this, because it will depend on the client runtime library in use. However, the key feature is "Unable to authenticate cluster user".

This problem can affect any kind of cluster configuration: mesh, active/passive, replication. It should never affect a single, stand-alone broker.
