Ability to set "CrossZoneLoadBalancing" attribute
Issue
- The CrossZoneLoadBalancing attribute is not enabled by default.
- If the manual changes are applied to the Cloud Controller Manager Operator to enable the CrossZoneLoadBalancing, the operator reconciles it.
